Minimum qualifications:

  • Bachelor's degree in Electronics, Networking/Computer Science, Information Technology, or a related field or equivalent practical experience.
  • 8 years of experience in International network operations.
  • 5 years of experience leading a technical team, or leading/planning operational strategies.
  • Experience in Telecommunications Operations.

Preferred qualifications:

  • Experience in Marine Cable Operations especially in cable planning and repair coordination in an Network Operations Center/Context (NOC).
  • Experience with Operational Support Systems (OSS)/Element Management System (EMS) network monitoring systems and software.
  • Knowledge of optical transport network protocols, systems, platforms topologies, and technologies.
  • Ability to translate strategic and innovative thinking into tangible plans and execute cross-functional outcomes demonstrating positive team leadership.
  • Ability to multi-task, work under pressure and translate complex operational situations in simple and concise ways.
  • Excellent people management, technical leadership and communication skills with the ability to work effectively in time sensitive situations.

As a Technical Program Manager at Google, you’ll use your technical expertise to lead complex, multi-disciplinary projects from start to finish. You’ll work with stakeholders to plan requirements, identify risks, manage project schedules, and communicate clearly with cross-functional partners across the company. You're equally comfortable explaining your team's analyses and recommendations to executives as you are discussing the technical tradeoffs in product development with engineers.

Google's Global Submarine Networks project is a critical initiative to expand and enhance our global Submarine Cable network infrastructure. This project will ensure faster, more reliable, and more resilient connectivity for Google services worldwide. To successfully execute this project, we require additional staffing resources with specialized skills in submarine cable systems, Network Operations Management, Security Ops, Network Delivery, Operational Systems, Data And Quality Assurance.

In this role, you will be responsible for overseeing the day-to-day operations of the Network Operations Center (NOC), ensuring the stability, integrity, and efficient operation of the organization's network infrastructure. You will have a team of NOC technicians, effectively managing incidents, and proactively monitoring network performance to prevent outages and minimize downtime.

A key element of the early on-boarding of the role will be to establish the regional NOC, under a Global structure across related processes and workflows necessary to support Operations commencing in Q4 2025.

Responsibilities

  • Be responsible for the Regional Submarine Network day today operations coordination and monitoring. Own Network, Service and Customer performance management reporting and SLO/SLA performance goals for the region.
  • Forecast and manage related OPEX budgets and cost management. Support domain experience within operational improvement projects, cross-functional initiatives, assist in developing and implementing performance strategies.
  • Work with external customers and partners for related Network assurance and performance management activities including liaising and reporting.
  • Implement Network and Operational Processes, Objectives and Key Results (OKRs) and objectives both for Network performance.
  • Review and continually evaluate workflows, systems usage and related processes. Ensure that all operational responsibilities are operating efficiently and effectively with necessary internal and external stakeholders.
